With the up-rising number of overseas, the age of students becomes smaller and smaller. The data from all parts shows that China is one of the biggest countries in the number of flowing out talents. Some experts call on that it is important time to attract oversea talent back; the Government can open dual nationality and some public servant system to bring in more talents back.

 

In fact, this kind of situation has already happened several years ago, at that time, there is also a vivid description about it: foreign countries always take out our top talents for their own use. The data of years ago reveals that 80% of hi-technology major graduates in Tsinghua University go to America, while the rate in Peking University is 76%.

 

We should consider this problem dialectically, on one hand; it is good that the phenomenon of a large amount of people abroad and the lowering age for overseas, they can learn more advanced technology and idea back, to some extent, they can be regarded as our people go abroad to absorb developed countries high technology, as long as one third of them would finally come back to service for our own country, it is still possible to change the nation. The early entrepreneurs in the area of internet are almost from overseas. According to a report of <<People Daily>>, from the year of 1978 to the end of 2002, there is over 580 thousand Chinese learning abroad, at present, 150 thousand of them come back for work, 160 thousand stay abroad after graduation, 270 thousand are still studying abroad. In respect of this figure, the back rate of our country has reached 50%. The number of overseas rises largely in recent years, it is possible to break through 300 thousand this year, with the fast development of home market, the number of people coming back would become more and more. On the other hand, the notion we treat talents should be more global, even though the oversea students don’t decide to come back, they still can make contribution for our country, the fund they remit back home is more than all of salary they earn in domestic, and if they really return, it is possible for them to service for foreign fund.

 

Nowadays, the world is more like a global village, the thoughts of talents battle, technology battle and notion battle are gradually taken place by the concept of free cooperation and fair competition, in world nationality forest, there is a special nationality–the Jew, they haven’t got their own nation for two thousand years which makes them blend in any country of the world thoroughly, in the years from 1901 to 2001, there are 152 Jewish in the total 680 Nobel Laureates which takes one forth of the amount. The Jew only is 0.3% in world population. There is another saying about Jew: the world wealth is in the pocket of Jew’s, the wealth of Jew is in their own minds.
